About Big Rock CSD


The Big Rock Community Services District, situated in the heart of Del Norte County’s Redwood forests along the pristine Smith River, serves the community of Hiouchi as a California special district. It was formed on September 21, 1966 in accordance with California’s Special District Act. The District serves approximately 650 customers during the winter months each year and an average of 2,150 more during the tourism and recreation season. In addition to providing high quality drinking water for all consumers within its “sphere of influence,” the District is responsible for a number of municipal responsibilities. In 2010, the Jedediah Smith Redwoods State Park and Redwood National Park were annexed into the Big Rock CSD’s jurisdiction. These extraordinary parks are currently merging their resources and undergoing a major redevelopment project to more effectively host the steadily increasing numbers of visitors to this precious area.
